Are you being ironic? I am sure you are aware that this is traditional, Marian iconology: Mulier amicta Sole, et Luna sub pedibus eius, et in capite eius Corona stellarum duodecim. (And the Catholic Founding Fathers of Europe didn't choose that accidentally as the flag).
No. I live in the centre of Brussels and know that the Catholic Church has precisely zero influence on the present day EU. The Founding Fathers were to a man personalists basing their philosophy on that of Emmanuel Mounier, a Nazi sympathiser.

Perhaps I didn't differentiate enough between my two remarks:
1) I meant that a crown of twelve stars on blue (Marian colour) is traditional Marian symbology, so while it may resemble the EU flag, that is (unless you have specific information to the contrary) either coincidence, or the makers were no great artisans and therefore took the EU flag as a template for this Marian symbol.

2) As for the founding fathers of the EEC, I am quite surprised at your judgement. I of course agree that the Church today is fatally without influence upon the EU. That, however should not be blamed on the founders.

As for Konrad Adenauer, he might not have been in the same degree personally virtuous, but I don't think reasonable doubt can be cast at his Catholicity: There is the anecdote that when the German undersecretary for foreign affairs listened in upon his audience with Pius XII, he heard the Holy Father reply: "But Herr Bundeskanzler, I already am Catholic!" (Aber Herr Bundeskanzler, ich bin doch schon katholisch!").
