How to recognise if a Muslim is radicalised- a twenty-six point checklist

A brochure published by the Lower Saxony Ministry of Islamists has become a major bone of contention. A list that it contains, which lists 26 "possible characteristics of the radicalization process", was called by the opposition on Thursday "absurd" and "outrageous".

The brochure is aimed at schools, youth services, judiciary, public affairs offices and businesses and seeks to raise awareness of the danger of radicalization, especially among young people.

"the idea of using a 26-point checklist to decide whether young people are drifting into the Islamist camp is in itself absurd," said Sigrid Leuschner SPD deputy in Hanover.

She accused Interior Minister Uwe Schünemann (CDU) of promoting and stirring up over the years "reservations, prejudices and distrust of Muslim citizens". Teachers and workers in the state youth agency would now be wondering whether they should inform the police if students were loosing weight combined with an incipient beard growth and a new style of dress ".

Among the points listed in the brochure are actually "visible external changes," such as "weight loss resulting from changing eating habits," and "undertaking survival training" or having "an increasingly stringent interpretation of religion."

It is also pointed out indicators that should be “treated with caution". As of late afternoon,there was no statement from the Regional Interior Ministry. The judgement of the Greens on the brochure was also devastating.

It must be withdrawn and pulped, called the immigration spokeswoman Filiz Polat.  Schünemann put Muslims under suspicion and tried to "persuade the public to become spies," she said. The spokeswoman for home affairs, Pia Zimmermann, the booklet belongs "to the trashbin". It is "at the lowest level" and serves "merely to stir up fears."

The criticism was sparked primarily by the items listed there such as "weight loss by changing eating habits," or "longer travel to countries with majority Muslim population." Also, a "preoccupation with life after death", sudden wealth and sudden debt can also point to a radicalization.

Christian-Muslim dialogue can work well at the “grass-roots”: That is shown by remarkable initiatives in the whole of Austria, away from media attention, in which bridges are built between the two world religions - especially between actual people. "Kathpress" documents a few notable examples:

The Viennese Father Martin Rupprecht and Muslim imam Hizir Uzuner have agreed to an exchange of pulpits. Father Rupprecht, who Cardinal Christoph Schoenborn has given responsibility for Islamic relaions, invited the Islamic cleric from the mosque of Bad Vöslau (Lower Austria) on Sunday 24 June to his parish in Schönbrunn Vorpark to preach during Mass. Conversely, Rupprecht will preach on 29 June at 12.30 at Friday prayers in the mosque of Bad Vöslau, he announced in an interview with "Kathpress".

This initiative coincides with the 100th anniversary of the Islamic legislation in Austria and gives it substance as a "realization of mutual respect and understanding," said Father Rupprecht. "Already last year we undertook this 'pulpit exchange,'" he reported. "For some, this may be unusual - for the Imam and myself, it is a result of our years of discussions."

Pastor Rupprecht also drew attention an initiative previously prepared by him, in which young Christians and Muslims in Austria not only crossed religious barriers, but also national boundaries: a group of about 20 young people from Vienna and surrounding areas were in early June for a week on a coach tour of Bosnia-Herzegovina . This "journey of encounter" was intended as "a sign of hope" and allow inter-religious networking, according to the organizers Wolfgang Bartsch and David Neuber.

The aim of the trip was deliberately chosen: As a result of the annexation of Bosnia-Herzegovina by the Danube monarchy, Islam was recognized in 1912 by law. The young travelers visited not only Catholic and Serbian Orthodox churches and a number of Islamic institutions such as Sunni and Shiite mosques and a Sufi convent, but also the old synagogue in Sarajevo. They met dialogue partners such as the Grand Mufti of Bosnia-Herzegovina, Mustafa Ceric, the Catholic Bishop of Banja Luka, Franjo Komarica, and the High Representative for Bosnia and Herzegovina, Valentin Inzko.

Above all, the young Christians and Muslims came closer and became friends. "There was a great group atmosphere, with fun and touching interviews," enthused David Neuber. Bosnian Imam Senad Kusur who works in Vienna added: "The trip will not be an end but a beginning to our cooperation."

Dialogue about birth, marriage and death

In Feldkirch, Vorarlberg, a market town with a comparatively high proportion of Muslims in the population, a series of events is taking place in which the life formed by faith plays a role. Elizabeth Dörler, who is responsible for issues related to Islam in the Diocese of Feldkirch reported, in an interview with "Kathpress" on the encouraging high response for the dialogue which has already taken place on birth, marriage and death - and how it is experienced by Christians and Muslims.

The two Rankweil parishes, the two cooperate mosque associations and the parish councils cooperate shed light on these key life events not only theoretically, but to make their substantial form understandable. Presenters speak coram publico with those who are involved in the issue, "religious experts" - that is parish priests, imams and religious teachers - then explain the background. Through examples which the participants brought with them such as candles mediated the experience vividly and with all senses, Dörler reported on the three previous dialogue evenings. The issue of prayer will be the focus of the next evening.

Oh My God! Sex! New Age! Following the allegation that the Weltbild-Verlag offered many more titles from these topics previously far from the church, the German Bishops' Conference had decided to sell the company. But according to the "Frankfurter Allgemeine Zeitung", the publishing group is not now to be sold yet, but transformed by the Catholic Church into a charitable foundation. This was confirmed on Wednesday by the CEO of the publishing house, Carel Halff.

The shareholders' meeting decided on Tuesday that all the shares of the Welbild Group would be incorporated into a newly formed foundation. "For all employees that's a good perspective, because nothing is more built to last than a foundation," said Halff. The foundation, which remains in the form of a limited liability company, should pursue charitable, cultural and religious goals.

Last year, the Permanent Council of the Episcopal Conference was forced to state that it had not persuaded the Weltbild's management to stop sufficiently, "the Internet-based distribution as well as production of media, contrary to the idealistic goals of the shareholder, in their own sphere and that of the investors. "The credibility of the publishing group and its shareholders have suffered. Therefore, the German Bishops' Conference in November 2011 came to the decision to separate themselves from the bookstore, "without any delay" .

The quarrel about the erotic and esoteric titles of Weltbild was revealed after report by the magazine "Buchreport" . According to this Weltbild had among its books more than 2500 titles with the Keyword eroticism . The Catholic Church responded by announcing that it wanted to refrain from"the distribution of pornography " .

The Weltbild-Verlag is one of the largest booksellers in Germany and also owns half of the Hugendubel chain. The branches of Jokers, the antiquarian booksellers are also among the group. The Weltbild press is owned by twelve German dioceses and the Military Chaplaincy in Berlin.

New Secretary of Congregation for Divine Worship appears to have no liturgical sense

I reproduce below the text of a 2009 blog post regarding the candidature of Bishop Arthur Roche for the Archdiocese of Westminster.  He has today been appointed Secretary to the Congregation for Divine Worship and the Sacraments.  Not only was he a serial church closer in Leeds, he seems to have no liturgical sense.  He is no friend of the Latin Mass.

Is Westminster walking towards a disaster or is a disaster walking towards Westminster?
It would be interesting to construct a table of the Diocesan Bishops of England and Wales showing what percentage of their Churches have they closed A few notes maybe attached to each on the degree to which the laity were consulted when coming to these decisions.

At the bottom of the table would come one Arthur Roche, who for reasons beyond the comprehension of rational humanity, is the front runner for the Archdiocese of Westminster with its associated red hat.

I have a German book at home about the lives of the Renaissance cardinals, “In pursuit of the Red Hat”. For all their extreme worldliness not one of them would have dared to do it over the ruins of murdered parishes and shuttered churches in contempt of the faithful who worshiped in those places week by week.

The very name of Arthur Roche is bringing terror to the clergy of Westminster, whether (using the categories taken from secular politics) of left or right. Cathcon has heard from his contacts on the left (yes, Cathcon, the son of a trade union leader does have them!) that Bishop Roche allegedly indulged in quasi- mafia bullying in Leeds. He has surrounded himself by a praetorian guard of trusties, but the parish clergy don’t get consulted rather are more likely to be on the receiving on of a bullying visit when it is considered necessary to bring them into line. Money flows not to the benefit of the parishes but to provide the Bishop with personal staff.

Cathcon has learnt that the Vicar General is abusive and short-tempered; letters from parishioners complaining about the closure of their churches went unanswered. Not even a standard form of reply.

A clergy in fear will never be united around their bishop. And even among my true comrades at the Oratory, that sacrosanct bastion of all the good that is preserved from traditional English Catholicism, whose deep faith and practice is entirely concurrent with that of the present Pope, are fearful that Bishop Roche will try to make an example out of them.

Bishop Roche believes that the use of Episcopal power should be unfettered. Clergy in Leeds do not see him however as their bishop but as a control freak. Revealingly, a fortune has been spent on a new Episcopal throne.

The divisions in the Church which the post-conciliar age has made visible have been felt in Westminster as much if not more than in the rest of the Catholic world. Cardinal Hume for all his expensive taste in shoes (1000 pounds a pair for one monk) and his desire to be numbered (and buried!) among the English saints and Cardinal Cormac who studied disloyalty to the Benedictine reforms has surely been noticed in Rome, at least kept the show on the road. The appointment of Roche will spark two simultaneous rebellions who will almost certainly join forces, both from the progressive and conservative ranks of the Church.

Bishop Roche is aged only 59: if appointed, he will set about closing and merging parishes with a vengeance. And this could go on for almost 20 years! The other dioceses will follow his “leadership”- he will lead the Catholic Church in this country away from the promised land and into the desert.

Some advice to the Vatican, “Google Arthur Roche”. No holocaust denier, but just to show how much he is out of tune with the intentions of the Pope on liturgical reform, take a look at the chapel of his Episcopal residence- and such a Bishop is to be entrusted with the glory of Westminster Cathedral.

English and Welsh Catholicism need and deserve an Archbishop of much higher quality to prepare them for the challenges of the coming century. Catholics will emerge triumphant but not under the leadership of Bishop Roche. The Bishop's motto is "Launch out into the deep " (a quote from Luke 5:4), which can be taken in a variety of ways.

In the scandal surrounding the disclosure of confidential documents from the Vatican ("Vatileaks") the head of the commission, the Spanish Cardinal Julian Herranz,has announced. "Soon there will be some surprises," he said today to the Italian news agency ANSA. The investigation is proceeding "quickly and diligently." As to what the news could be, Herranz gave no hints.

In recent months internal documents from the Vatican had been repeatedly given to Italian media, which involved among other things, corruption, money laundering and child abuse. Pope Benedict XVI commissioned Herranz and other cardinals, the Slovak Jozef Tomko, and the Italian Salvatore De Giorgi, to investigate the incidents. On 23 May the servant of the Pope, Paolo Gabriele was arrested in the course of the investigation.

Leaked letter indicates problems in SSPX-Rome negotiations

Bishop Fellay suspends reconciliation with the Vatican
A confidential letter from the secretary of the Superior General of Lefebvrists Bishop Fellay said that ultimately he did not intend to sign the final proposal of the Vatican as he considers it "clearly unacceptable". Strategic retreat or final throwing in of the sponge?

Are the internal divisions in the Society of St. Pius X about to get the better of the reconciliation process between the Lefebvrists and Rome? This is the question we can legitimately ask on reading this letter from the Secretary General, Father Christian Thouvenot. In a document classified as confidential that leaked onto the Internet within hours of its release, Father Thouvenot shared with the SSPX Superiors of different districts (also of seminaries and autonomous houses- Cathcon note) the most recent decisions of Bishop Fellay.

The first decision is the one not to sign the latest version of the famous Preamble doctrine , the essential document for reconciliation and has been in recent months been exchanged back and forth between the parties. Re-altered by Rome following the changes proposed by the SSPX, it was expected in its latest version, according to Father Pfluger (SSPX), to resolve doctrinal differences between Rome and church and Menzingen by using the following formula: "The criteria and guide for the understanding of the teachings of the Second Vatican Council are to be the whole Tradition of the Catholic Faith, which on its part makes clear certain aspects of the life and doctrine of the Church, which are not yet formulated, but implicitly present in it. The affirmations of the Second Vatican Council and of the Pontifical Magisterium of the past relative to the relationship between the Catholic Church and the non-Catholic Christian confessions are to be understood in light of all of Tradition.""

In the letter to District Superors, whose authenticity is ensured, Father Thouvenot explains that the modified preamble presented on June 13 to Bishop Fellay by Cardinal Levada, now prefect of the Congregation for the Doctrine of the Faith, in charge of the matter in Rome, is the "text lof ast April but amended so that it incorporates, in substance, the proposals of September 2011. Bishop Fellay immediately makes known that he could not sign this document, as it is clearly unacceptable".

The second decision is not a surprise : it concerns a disciplinary decision against Bishop Williamson, the most unmanageable of the bishops of the Society: " I inform all members of the chapter, under canon 2331 § 1 and 2, that the Superior General has deprived Bishop Williamson of capitular office for his positions calling for rebellion and disobedience which he has continually repeated. He also forbidden to go to Ecône for ordinations."

Clearly, Bishop Williamson will not participate in the General Chapter of the Society held in July, and which is to ratify or reject the agreement with Rome. There is no word however on the other two bishops, Msgrs Tissier de Mallerais and De Galarreta, who nevertheless clearly displayed their hostility to an agreement, and warned that they would not follow their Superior General in case of signing, but at least in recognition that he is formally isolated - alone against the three other bishops of the SSPX - Bishop Fellay could hardly exclude the other two.

The third decision demonstrates the fragility of the extreme position of Bishop Fellay within the SSPX. "Bishop Fellay has decided to postpone the ordinations for the Dominicans of Avrillé and the Capuchins of Morgon, which was scheduled Ecône on June 29. This delay in the ordinations was simply dictated by the need to ensure loyalty of these communities before the laying on of hands on their candidates. " The front of opponents of reconciliation with Rome therefore extends not only to the bishops, nor to the simple priests of whom have reacted rather violently to Bishop Fellay in recent weeks, but also to postulants and superiors of Lefebvrist religious communitiess: clearly- those who represent the future of the Fraternity.

Finally it is notable in that letter that the Superior General deals tactfully with the Pope and blames the failure of talks on Cardinal Levada, in charge of the case in Rome: " Our Superior General replied to the letter of March 16 from Cardinal Levada who tried to impose the doctrinal Preamble of September 14, 2011. [...] According to several sources, the new text appeared to satisfy the Supreme Pontiff. "

This formula seems to support the thesis that Bishop Fellay has not lost all hope of reaching an agreement, since Cardinal Levada will leave his post in the coming months, having reached the retirement age.  Putting the responsibility on hin for the end of the talks thus allows delay, to try to rally as many members of the SSPX to his position and to survive in the General Chapter in July without hurting Rome permanently. But let there be no mistake: this is a strong blow to the possibility of an agreement. Mortal blow or not? The future should reveal very quickly.

The aims of the Parish Priest Initiative from lay preaching to the ordination of married men are concerns throughout the universal Church. That says a native of Austria, Bishop Erwin Kräutler, who in his Brasilian diocese in the Amazon region has 30 priests for 900 parishes.

The central concerns of the Austrian Parish Priest Initiative are not confined to Europe, but concern the entire global church, said Bishop Erwin Kräutler."I have been Bishop for 31 years of the largest area in Brazil. In all texts, small and large, it is written: The Eucharist is the centre and the deepest mystery of our faith. Of this, I am also sure. And then we deny some people the Eucharist. That's the point."

"We need to feel the pulse of the universal Church"
In order to arrive at solutions, Kräutler suggests a global survey of bishops. "But that should be made on condition that the respective local bishop consults diocesan committees. He can say: As bishop, I have this opinion, my priest are of that opinion and the religious take that direction. And the laity are fully intent on this happening. That would be feeling the pulse of the world church - from Japan to Alaska and down to Tierra del Fuego – wherever" says Kraeutler.

One thing is for Bishop Erwin Kräutler with 30 priests for 900 municipalities also clear: either the baptized and confirmed organise their own church life, or this would end sooner or later.

SSPX and the Vatican- overcoming the burdens of the past

Over the past few days, some of the priests who are closest to Bishops Tissier de Mallerays, de Gallareta and Williamson have been repeating that if the agreement is signed, very few of the Fraternity’s priests would follow Mgr. Fellay and enter into full communion with the Roman Catholic Church. So that short phrase in the Vatican communiqué regarding the “situation” within the Lefebvrian group is especially significant. Up until now it was believed that the Society was divided approximately into the following categories: 25% in favour of the agreement, 50% undecided and 25% against (including the three bishops, as was clearly stated in the letter they sent to Fellay in recent months, expressing their intention to oppose any agreement with Rome).

However, no one is in a position to confirm the current accuracy of these figures. It is clear from the statements made by some Lefebvrian representatives and the bishops who oppose an agreement, that part of the Fraternity is only willing to enter into communion with Rome again is the Pope decides to renounce the Second Vatican Council, attributing all blame for the crisis of faith during the past decades to the Council and to the post-conciliar liturgical reform. It should be noted that nostalgia for the suffering caused by the current separation has been primarily expressed by those who had met Lefebvre, who had experienced his struggles first hand and had lived in communion with the Pope before the split in 1988. This nostalgia does not appear as strong among the new generations of priests.

Cathcon- there seem to be two great psychological burdens. It is a step too far for to ask those who attended the Council, like the Pope, or those who were in seminary immediately afterwards, to renounce the Council. The fruits of the Council are so negative, that it will meet its own fate in years to come. It also seems to psychologically difficult for those that were present at the 1988 schism to overcome the past- an idea for which the Germans have a word, Vergangenheitsbewältigung.

Whatever the case, the historic position of the SSPX of separation with continued loyalty to the office of the Pope is no longer tenable. The only alternative to reconciliation is sede-vacantism.

The source is Father Pflüger, First Assistant Superior General of SSPX at a conference on Tuesday, June 5, 2012, at the school of Saint-Joseph-des-Carmes. It is a return to the 1988 formula of accession.

So as Ecce Homo cleverly comments-no more " altar girls, Mass facing the people, Communion in the hand, and all the other innovations that Vatican II never permitted-not to mention no more compromise with other religions when it comes to ecumenical dialogue."

And definitely no more stealth priestesses and the liturgical abuses which have recorded over many years on this blog!  

If this is passed, liberal Catholicism is over, at least formally (one cannot but remember that repeated declarations would studiously ignored in the early part of the last century) and one can ask what was the point of the Council?

Guatemalan Revolution against Bishop Fellay

Much is spoken of the very serious crisis through which the congregation that was founded by Msgr Lefebvre passes, but little and nothing is done in a concrete manner to attack the origin of the current turmoil which is none other than Bishop Fellay and his assistants. For which is proposed a petition on this and other continents, asking for them to be removed from their posts because of their disobedience to the founder, their immorality and abuse of authority. And that the next chapter should be used for the selection of a competent authority, who has given clear evidence of fidelity to combat for tradition. (Portuguese original)

Cardinal doubts the green economy

Sustainable development requires not only a shift in production towards more environmentally friendly and resource-conserving practices. Particularly urgent is also a change in consumer behaviour. The idea of "green economy" succeeds or fails according to Marx according to how much the poor people benefit from it. This includes promoting renewable energy without compromising food production. Furthermore, the President of the European Bishops' Commission, supported making the UN Environment Programme UNEP into a more effective international environmental organization. In addition, churches, businesses and especially local stakeholders should make concrete plans for environmental protection.

Cathcon- the Church in Europe is reaching a point where its numbers are unsustainable- and many have moved to the green movement as an ersatz religion.

"In recent weeks bishops from across the world sent the Holy See their guidelines for preventing and combating sex abuse against minors perpetrated by clerics. In the next few days the Vatican will publish a preliminary report containing the assessment of the Congregation for the Doctrine of the Faith. This is a delicate task given the diversity in the various Episcopates’ opinions on such a distressing topic.

Most of the world’s Episcopates have already responded to the call from the Prefect of the Congregation for the Doctrine of the Faith, William Levada, in a letter dated 3 May 2011. In the letter, the cardinal asked all Episcopal conferences to put together their own set of guidelines for combating the scourge of paedophilia in their respective areas. The deadline was set for the end of May 2012."

Peaceful demonstration by Christians against Vienna Gay Pride attacked- video

June 2012: About 70 Christians (a small group according to one of the main newspapers) demonstrated in a prayerful and peaceful walk against the Vienna "Gay Pride Parade" in Vienna on June 16th. They were attacked by a counterdemonstration of activists for the homosexual agenda.

A poster of the Christians was destroyed in attack by a member of the homosexual parade. Several chants using a variety of anti-Christian slogans were shouted or sung, including: „Jesus Christ was a homosexual who had 12 sex partners“. They also shouted: „The Pope is a pig.“ A poster of the homosexual activists read: „Catholicism is cureable.“ The registered route of the Christian manifestation was blocked by a group of homosexual activists who had not received police permission to demonstrate. Cardinal thinks SSPX reconciliation will take time

The background to the investigation
What was unusual was not the meeting itself. But the fact that the Vatican officially announced the meeting of Benedict XVI. with his three Cardinal Commissioners in the"Vatileaks" case. It shows how especially important for the Vatican are the backgrounds and motives of the affairs.

The background and motives for the Vatileaks affair are important to the Vatican. The question is what exactly has triggered such anger and resentment. Was it, as some speculated, the moving of Vice-Governor Carlo Maria Vigano, who wanted to clean up the Vatican state administration, which has motivated the revelations? And against whom is the attack? Does someone want to harm Cardinal Tarcisio Bertone, Papal Secretary Gänswein or both? Perhaps even the Pope himself? Things are not what they used to be

Vilshofen - charity is actually the great commandment in Christianity. Well yes! But in reality in Vilshofen two altar girls currently show each other anything but love.

Who is allowed to swing the censer? This vexed question has made for a storm of trouble with two altar girls who are between the ages of 19 and 20 years

Oh no, the two fight! What is it all about? The censer used in worship. This is no joke! The fact is that both want to swing the censer - and so there was a real fight. Now a court summons has been issued.

The absurd controversy in the parish community: In fact, one would have expected from the young women (the altar girls are in fact 19 and 20 years old) a little more insight. But Wrong! On a Sunday, there was a physical confrontation about which the whole region is speaking (Cathcon- and now the world).

As said, it was a matter of who would be allowed to swing the censer at the ceremony. The parochial vicar decided: the sister of a parish councillor was successful - because it was her birthday. But: that absolutely did not suite the other female servers whose mother sits on the board of the Kolping Family. Explanation: The families generally don't like each other.

The spurned responded: She took off her altar girls robe, threw it on the floor and left the sacristy angry. After the Mass, they wanted then to resolve the matter - but everything escalated.

First, there was a war of words between the Parish Councillor and female server which had been allowed to swing the incesne. Then there was shoving.  This was followed by a physical altercation in which everyone involved joined in- including the mother of the scorned altar girl. Scuffle in front of the sacristy!

The incident had consequences: In the meantime, the mother resigned the Presidency of the Kolping Family.

But that's not all: she has also filed a complaint against the hostile Parish Councillor and called for her resignation. She is not thinking of doing this - and has herself gone to a lawyer.

And what the priest says to the insane bickering? He wants to avoid in the future whenever possible the use of the censer. "It up to me whether incense is used or not," he told the Passauer Woche.

Only at funerals, will the controversial thurible continue to be used. Here it will be seen to that there will be no more fighting between the young women. One thing is certain: Incense will no longer be used at Mass in Vilshofen- and everyone in the community knows exactly why.

Truth is the first victim in the Syrian civil war


The Hula massacre was a turning point in the Syrian drama. . There was great worldwide outrage when on 25 May, 108 people were killed, among them 49 children. Calls for a military intervention have been raised to end the bloodshed, and the violence in Syria has since escalated steadily. Almost unanimously world opinion, based on an Arab news channel, and the visit of UN observers on the following day, blamed the massacre on the regular army and Schabiha militia which is close to the regime.

The Frankfurter Allgemeine Zeitung has in the past week put this version into question on the basis of reports from eye witnesses. The paper has reported that the civilians killed were Alawites and Shiites. They were deliberately killed in Taldou, a city in the area of Hula, by armed Sunnis, while heavy fighting was taking place between the army and units of the Free Syrian Army for the control of the place and the streets. This representation is taken up by many media outlets worldwide and by many has been rejected as implausible

Therefore, four questions can be asked: why does global opinion so far believe a different version? Why does the context of the civil war make the doubtful version plausible? Why are the witnesses credible? What other facts support the version?

Firstly, why does global opinion so far believe a different version? Undisputed is the fact that in the first months of the conflict, when the opposition did not yet possess weapons and was defenceless, all atrocities committed were the responsibility of the regime. The assumption is therefore obvious that this would continue. Furthermore, Syrian state media enjoy no credibility. Since the beginning of the conflict, they have used mantra like formulations such as "armed terrorist gangs." Thus, no one believes them, even if this is indeed the case. However, the Arab news channel Al Jazeera and Al Arabiya have become key media, which belong to Qatar and Saudi Arabia, two states actively involved in the conflict. Not without reason, Germans know the phrase "In war, truth dies first."

Secondly, why does the context of the civil war make the doubtful version plausible? In recent months, many weapons have been smuggled into Syria, long ago more medium weaponry, which has been used for resistance. Every day more than 100 people are killed in Syria, equal numbers of both sides. The militias that operate under the banner of the Free Syrian Army control, broadly control the provinces of Homs and Idlib and extend their dominion over other parts of the country. The increasing lawlessness has led to a wave of criminal kidnappings, which also facilitates the settling of outstanding debts Reading through Facebook or talking to Syrians: Everyone knows about the everyday stories of "religious cleansing" - of people being killed just because they are Alawite or Sunni.

Why in this context are the Syrian witnesses to be regarded as credible?
Because they belong to any party to the conflict, but are caught in the middle and have no other interest, than to perhaps even stop a further escalation of violence. Of their number, several people have already been killed. Therefore, no one wants to reveal their identity. Assurance that all details have happened exactly as described cannot be given in a period time in which an independent review of all facts on the ground is not possible. Although the massacre took place in Hula took place as described here, no conclusions can be drawn from it for other atrocities. As before in Kosovo, every massacre must be examined individually after this war.

What other facts support this version? The FAZ was not the first who has reported on a new version of the massacre of Hula. Other reports can only can compete with the big key media outlets. The numerically superior rebels and the (mostly also Sunni) soldiers fought bloody battles in which two dozen soldiers, mostly conscripts were killed.  After and during the fighting, the rebels, supported by the residents of Taldou, took the families of Sayyid and Abdarrazzaq. They had refused to join the opposition.

Major shake-up expected at the top in the Vatican


Nearly a dozen senior leadership positions are filled with dignitaries beyond the retirement age of 75. Will the Curia become more international?

In the Vatican, a number of high ranking staff changes are awaited. Among them, it is not for certain that the Cardinal Secretary of State will remain in office, who is currently the focus of the "Vatileaks" attack. But there are currently almost a dozen senior positions with occupied by dignitaries above the pensionable age of 75. And even if no relationship between leaks scandal and retirement exists, the appointment will this time attract special attention. Therefore, the speculation about a move to Rome of the Regensburg Bishop Gerhard Ludwig Mueller (64) is particularly persistent. Vatican experts already saw him in half a dozen different high offices from the Congregation for Bishops to the Congregation for Catholic Education, even including the archives( Pontifical Commission for the Cultural Heritage of the Church), The Vatican expert for the magazine "L'Espresso" Sandro Magister mentioned the theologian who is competent in several languages even for the "pole position" of the CDF.

The guessing game wassparked by the recent appointment of Mueller as a member of two other Vatican agencies. He has thus four Roman tasks - and is committed to the Vatican more than some cardinals who live in Rome. The question remains whether this signals an imminent move to the Eternal City - or whether the Pope would like to bind him more closely to Rome, because he (initially) will remain in his German diocese.

Will a personal prelature protect the SSPX from modernist bishops?

Bishop Tissier de Mallerais has expressed concern that a personal prelature will overly expose the SSPX to the arbitrary decisions of modernist bishops.  Canon law contains four canons on personal prelatures, the last of which opens the way to diocesan interference.  But ultimately the answer to this question will depend to a large degree on the interpretation of the 1982 Statutes of Opus Dei which might serve as a close model for the SSPX statutes.  Relationships with diocesan bishops are laid out in Chapter V reproduced, as it is long, at the bottom of this post.

There are two further indicators of the future path of the personal prelature.   While there are differences between the Anglican Ordinariate and a Personal Prelature, the continued lack of statutes cannot be described as confidence building either within the SSPX or for the former Anglicans.  See is Archbishop Nichols hostile to the Ordinariate?   However, what does exist are the complementary norms for the Ordinariate which state,

Article 2
§1. The Ordinary follows the directives of the national Episcopal Conference insofar as this is consistent with the norms contained in the Apostolic Constitution Anglicanorum coetibus.
§2. The Ordinary is a member of the respective Episcopal Conference.

Article 3
The Ordinary, in the exercise of this office, must maintain close ties of communion with the Bishop of the Diocese in which the Ordinariate is present in order to coordinate its pastoral activity with the pastoral program of the Diocese.

The second indicator are the Military Ordinariates that are established throughout the world-  the relationship between the Bishops and the national episcopal conferences here are clearly less problematic, as illustrated by this document relating to the establishment of the Lithuanian Military Ordinariate.

It is probably the case that a personal prelature will be an advance even on the presently existing arrangements for traditionalists in the Church in terms of offering greater protection, once the initial questions of establishment are resolved.  Cathcon guesses that the Vatican will publish a document narrowing the grounds on which a diocesan could reject the services of the SSPX Prelature to almost nothing.

It would be rather more advisable for Bishop Tissier de Mallerais to be using the language of the service of the Church rather than of perpetual warfare.  Not much longer and the arch-modernists who graduated from seminary in that fateful year 1968 will be all retired. 

Opus Dei Statutes

Chapter 5 -- Concerning Relations with Diocesan Bishops

171 Praelatura Operis Dei immediate et directe subjicitur Sanctae Sedi, quae ejus spiritum et finem probavit et ejus quoque regimen ac disciplinam tuetur et promovet in bonum Ecclesiae universae.

The Prelature of Opus Dei is immediately and directly subject to the Holy See, which has tested its spirit and objective and protects its government and discipline and promotes it for the universal good of the Church.

172S1 Cuncti Praelaturae christifideles tenentur humiliter Romano Pontifici in omnibus oboedire: haec oboediendi obligatio fideles omnes forti ac dulci vinculo obstringit.

All the Christian faithful of the Prelature are obliged to humbly obey the Roman Pontiff in everything, this obligation of obedience binds all the faithful with a strong and sweet bond.

172S2 Ordinariis quoque locorum subjiciuntur ad normam juris universalis, eadem ratione ac ceteri catholici in propria dioecesi, juxta praescripta huius Codicis.

They are subject also to the local ordinary by the norm of general law, by the same reason as are other Catholics in his own diocese, according to the prescriptions of this Code.

173S1 Praelati est sollicite exsecutioni mandare omnia decreta, rescripta aliasque dispositione Sanctae Sedis quae Praelaturam respiciant, itemque eidem Sanctae Sedi opportunas relationes praebere, ad normam juris, de statu Praelaturae deque ejusdem apostolica activitate.

It is for the Prelate to solicitously command execution of all decrees, rescripts and other dispositions of the Holy See which concern the Prelature, and also to provide to the Holy See the opportune reports, according to the norm of law, about the Prelature's state and its apostolic activity.

173S2 Ipse Praelatus curabit, etiam quia spiritus Operis Dei maximo amore filialem unionem cum Romano Pontifice, Christi Vicario, colit, ut ejusdem Magisterii documenta et acta universam Ecclesiam respicientia ab omnibus Praelaturae fidelibus accurate cognoscantur, utque eorum doctrinam ipsi diffundant.

Because the spirit of Opus Dei promotes with the greatest love, filial union with the Roman Pontiff, Vicar of Christ, the Prelate, himself, will care that the Magisterium's documents and acts concerning the universal Church should be thoroughly known by all the faithful of the Prelature and that they will spread their doctrine.

174S1 Universus labor apostolicus quem Praelatura, juxta propriam naturam propriumque finem, exsequitur, ad bonum singularum Ecclesiarum localium confert, atque Praelatura debitas cum Auctoritate ecclesiastica territoriali relationes semper colit.

The whole apostolic labor which the Prelature pursues according to its nature and proper objective contributes to the good of each local Church, and the Prelature always cultivates the necessary relations with the territorial ecclesial authority .

174S2 Curet praeterea Praelatus ut, singulis in circumscriptionibus, Vicarius competens, per se vel per alios ejusdem Vicarii nomine, habituales relationes servet cum Episcopis in quorum dioecesibus Praelaturae christifideles resideant, et praesertim ut frequenter colloquatur cum illis Episcopis locorum in quibus Opus Dei Centra erecta habet, necnon cum iis qui muneribus directivis funguntur in respectiva Conferentia Episcopali, ad illas indicationes ab iisdem Episcopis suscipiendas, quas Praelaturae fideles filiorum animo in praxim deducant (cfr. N. 176)

Besides, the Prelature cares that in each territory, the competent Vicar, by himself, or through another in his name, should maintain habitual relations with the Bishops in whose dioceses the Christian faithful of the Prelature reside, and especially that he communicates frequently with those Bishops of the places in which Opus Dei posesses erected Centers, and also with those who hold leadership positions in the respective Episcopal Conference, to support the indications from those Bishops, which the faithful of the Prelature put into practice in a spirit of sonship.

175 Praeter orationes quas pro Romano Pontifice et Episcopo dioecesano eorumque intentionibus quotidie Praelaturae fideles recitare tenentur, maximam eis reverentiam et amorem demonstrabunt, quae etiam impense apud omnes fovere contendant.

Besides prayers which they are obliged to recite daily for the Roman Pontiff, the diocesan Bishop and their intentions, the faithful of the Prelature will demonstrate the greatest reverence and love to them, which they earnestly strive to foster in everyone.

176 Singulis in circumscriptionibus, auctoritates Praelaturae curent ut ejusdem fideles bene cognoscant normas directivas pastorales a competenti ecclesiastica Auctoritate territoriali, nempe a Conferentia Episcopali, ab Episcopo dioecesano, etc., statutas, ut unusquisque, juxta propria adjuncta personalia, familiaria et professionalia, eas ad effectum deducere et in ipsis cooperari valeat.

In each territory, the authorities of the Prelature take care that their faithful know well the directive pastoral norms established by the competent territorial ecclesiatical Authority, whether the Episcopal Conference, the diocesan Bishop, etc.; so that everyone according to his own personal, family and professional circumstances, may cooperate in them and bring them into effect.

177S1 Ut labor apostolicus Praelaturae in aliqua dioecesi incipiat, mediante canonica erectione primi Centri, ex quo exerceri possit apostolatus collectivus, debet prius informari loci Ordinarius, cujus venia requiritur, melius scripto data.

For the apostolic labor of the Prelature to begin in any diocese through the canonical erection of the first Center from which collective apostolate can be exercised, the local Ordinary, whose permission is required, preferably given in writing should first be informed.

177S2 Quoties laboris progressus aliorum Centrorum erectionem in dioecesi suadeat, procedendum semper est ad normam paragraphi praecedentis.

As often as the progess of the work requires erection of other Centers in a diocese, it ought to preceed always according to the norms in the preceding paragraph.

177S3 Simplex mutatio domicilii alicuius Centri Praelaturae, intra terminos ejusdem civitatis, si Centrum non habeat adnexam ecclesiam, communicari debet in scriptis loci Ordinario, etsi novam veniam non requirat.

Simple changes of domicile of some Center of the Prelature, within the limits of the same city, if the Center does not have a church annexed, ought to be communicated in writing to the local Ordinary, even though new permission is not required.

178S1 Erectio Centri secum fert potestatem erigendi aliud Centrum pro mulieribus fidelibus Praelaturae Administrationi prioris Centri addictis, ita ut de jure et de facto duo sint Centra in unoquoque Operis Dei domicilio (cfr. N. 8 S 2).

Erection of a Center carries with it the power of erecting another Center for women faithful of the Prelature adjoined to the first Center for Administration, thus in law and in fact, there will be two Centers in every domicile of Opus Dei.

178S2 Secum fert pariter facultatem oratorium pro usu fidelium Praelaturae aliorumque in unoquoque Centro ad normam juris habendi, ibique SS.mum Sacramentum asservandi atque functiones pro labore apostolico opportunas peragendi. In oratoriis sollemnis Sanctissimi Sacramenti expositio nocte primam feriam sextam uniuscujusque mensis praecendenti fieri saltem debet.

Likewise, it carries with it the faculty of having an oratory for the use of the faithful of the Prelature and others in each Center, according to the norm of law, and of reserving there the most Blessed Eucharist and performing functions relevant to the apostolic work. In oratories, solemn exposition of the most Blessed Sacrament ought to be held, at least, on the night before the first Friday of each month.

178S3 Concedere potest Ordinarius Praelaturae ut sacerdotes, justa de cause, bis in die, immo, necessitate pastorali id postulante, etiam ter in diebus dominicis et festis de praecepto Sanctam Missam celebrent, ita ut non solum fidelium Praelaturae necessitatibus, sed etiam aliorum dioecesis fidelium, dum possibile sit, satis faciant.

The Ordinary of the Prelature is able to grant that priests, for just cause, may celebrate Holy Mass twice a day, and three times on Sundays and Holy Days of Obligation, when required by pastoral necessity; thus they satisfy the needs not only of the faithful of the Prelature, but also those of the other faithful of the diocese, when it is possible.

179 Episcopus dioecesanus jus habet visitandi singula Centra Praelaturae canonice erecta (cfr. N. 177) in iis quae ad ecclesiam, sacrarium et sedem ad sacramentum Paenitentiae pertinent.

The diocesan Bishop has the right of visiting each canonically erected Center of the Prelature (cfr. N. 177) in those things which pertain to the church, sacristry and place for the sacrament of Penance.

180 Ad erigendas ecclesias Praelaturae vel, si res ferat, ad eidem committendas ecclesias in dioecesi iam exsistentes, fiat singulis in casibus opportuna conventio, ad normam juris, inter Episcopum dioecesanum et Praelatum vel competentem Vicarium Regionalem. Iis in ecclesiis, una cum normis in unaquaque conventione statutis, servabuntur dispositiones generales dioecesis ecclesias saeculares respicientes.

Whenever the Prelature erects churches, or as the case may be, a church already exisiting in the diocese, is committed to it, there should be in each case, an agreement, according to the norm of law between the diocesan Bishop and the Prelate or competent Regional Vicar. The general diocesan dispositions respecting the secular church will be carried out in these churches, besides the norms stipulated in each agreement.
