Don't all priests know Latin??

After all the Second Vatican Council in the Decree on Priestly Formation, said that "they should acquire a command of Latin which will enable them to understand and use the source material of so many sciences, and the documents of the Church as well."
So why is it a condition before a priest says the Latin Mass- they all know Latin, don't they?

Yeah sure, they all know it. I've seen a NO priest in my Latin Mass the last twoo Sundays. I watched them from time to time and both seemed clueless about responses, heck even kneeling during the Credo. BUT..I was happy they were there, and since there are only two, count em', TWO priests in the entire diocese (St Pete, FL) that are capable of saying a Latin Mass, I hope they will be inspired to learn.

It is also required by Canon Law:

Can. 249 The program of priestly formation is to provide that students not only are carefully taught their native language but also understand Latin well and have a suitable understanding of those foreign languages which seem necessary or useful for their formation or for the exercise of pastoral ministry.

To know the Latin language to all the priest is important because if they know the knowledge well they can deliver it well to us.
