How dare you. Because of this cruel rescript our "rich" community in Kyiv may as well be evicted out of the parish which is struggling enough to return its church building from state property after requisition by the Soviets. Very pastoral, much care. Wow.

What sort of people would do this is difficult enough to answer. But what sort of people who would do this during a war. In any case, characterising and scapegoating people by the colour of their skin is utterly nasty.
