Hitler came from Austria (obtaining German nationality in 1932), Stalin from Georgia, Napoleon from Corsica.
Mussolini was born right in the centre of Italy. Mussolini's father was a Marxist, his mother a devout Catholic.
General Franco's father was bourgeois, his mother minor aristocracy. General Franco was born in the far distant left corner of Spain, away from the centres of power.
General de Gaulle, was born right on the border with Belgium in Lille, into a traditional Catholic family, who were however open to progressive thought. He was educated by the Jesuits.
Winston Churchill was half-American.
Of course, none of this matters, unless you want to rise to power without leaving a trace, disclaiming any influence from your parents.
