It can be done. A town in which I previously lived had a priest, who with the permission of the Ordinary of the Diocese, put altar railings back in the church. In addition, he made much better use of the paten for protecting the Sacred Host if it should fall. While never refusing “communion in the hand”, this same priest has re-engendered such respect for the Blessed Sacrament I would venture a guess that many, if not most parishioners, receive(d) communion on the tongue. Concomitantly, this priest has few problems getting altar servers to help with communion --perhaps because he has opted to have only boys as servers.
