I do not think the diocese of Winona and SSPX are on speaking terms but the Diocesan minor seminary(St. Mary's) is located less than a mile from the SSPX seminary. Newly installed Bishop Quinn may go for a walk?
Not on speaking terms might be putting it strongly. It's not a walk in the park, but there's some interaction. Our bishop emeritus (when he was the ordinary) used to get invited to their annual dinner, and he would go, that is until he ordained a priest for the FSSP. That didn't go over well. I don't know what interaction Bishop Quinn has with them, but I get the impression that there is some interaction.
It's touchy, I'm sure, but I don't think it's too terrible.
