The good Bishop is making any priest in his Diocese who wants to say the Latin Mass take a Latin test. This is not about standards, it is about control.
Does the Catholic Church need the Federation of Diocesan Liturgical Commissions (FDLC)and does the Bishop need an award from them?

Troutman is overstepping his bounds here. The burden of proof isn't on the priest. The priest is given the right to say the old mass without PERMISSION from his ordinary or the Holy See. What Troutman is doing is exactly the opposite. He's proposing a permission standard. In reality, he only has the authority to go to priests and evaluate how well they are saying the old Mass. In other words, the burden of proof is on him as to how well a priest says Mass, not on the priest to prove he can say Mass well before doing it. This is just plain old bullying by Bishop Troutman. Unfortunately, for my protection, I can't say what I would do if I were a priest in his diocese.
He's a straight-up liar.

Apparently bishop Troutperson can't read English or Latin. He has nothing to say in the matter. He cannot set up any requirements. He cannot set any criteria. He is disobedient to the Holy Father. He is certainly not united in heart and mind with holy church whose leader is the Vicar of Christ. I wonder just whom he is united with in heart and mind?
