The news that there is to be a covering letter dates, I think, to before Christmas. I think one can safely assume that the covering letter is done.
The only reason for the delay appears to me to be "some other factor" that no-ne kmows about. Even the German bishops, however, have now accepted it at a "fait accompli".
Doubtless the French bishops are plotting their revenge in a hundred years time, as they did after the First Council of the Vatican. Message to future generations
Don't let them get away with it again!
