"What happened to neighborhood churches where the residents all walked to church and the priests knew everyone by name? It is appalling that the Church will close dozens of neighborhood churches and then go and build 2 new ones."

You can ask whether it might be worthwhile to keep the old parishes, however, the fact that the diocese is building others elsewhere doesn't really enter into it.
They're building parishes elsewhere because the Catholic population in those places have increased and deserve to be served.
